For landlords yes as landlords are now required by law to have an EICR. The same legal requirement do not apply to homeowners, however, they are strongly recommended to have one.
A new EICR is required at least every 5 years. It must be done sooner if the electrician recommends it (this will be detailed on the report). An EICR should also be carried out if a problem with an electrical installation is suspected.
